Kenya's law enforcement authorities report apprehending a man alleged to be involved in 42 female homicides, including that of his spouse, with dismembered remains discovered at an urban refuse site near Nairobi.
In recent days, nine victims were recovered from the waste ground in Mukuru's slum district within Nairobi's southern region. The man, identified as Collins Jumaisi Khalusha, age 33, was arrested shortly after midnight on Monday at a local bar near where he had been watching an international sports event.
The Directorate of Criminal Investigations (DCI), headed by Mohamed Amin, declared the suspect's crimes as those committed by a calculated individual with no regard for human life, describing him metaphorically as "a vampire." Khalusha claimed to have committed these offenses between 2022 and last Thursday.
Khalusha admitted he lured his spouse before murdering her. The suspect disclosed that she was the first victim among those found at the refuse site, which included both partial remains of female victims. According to Amin, Khalusha confessed to having intimate encounters with several women who met their end through this heinous act.
Officers traced the suspect after examining a phone belonging to one of his victims during joint operations conducted by DCI and national police forces. During that attempt to apprehend him, Khalusha allegedly targeted another potential victim in the vicinity.
Inside the suspect's modest residence near the waste site, authorities found various items such as a machete, rope, handcuffs, rubber gloves, and female attire. The police chief further revealed that autopsies on several victims will be performed on Monday with eight already confirmed to be female.
IPOA, Kenya's law enforcement oversight body, initiated an inquiry into the connection of local officers at a nearby police post and whether there was negligence in preventing these tragic killings. The Independent Policing Oversight Authority had previously expressed concerns over its proximity to the disposal site.
This development has brought additional scrutiny on Kenya's law enforcement amidst growing protests against government actions, with recent demonstrations resulting in numerous casualties. A week after the unrest, Kaja, who recently assumed office, addressed reporters regarding transfers of police officers situated near the refuse site.
Elevated tensions prevailed at the crime scene over the past days as community volunteers searched through piles of waste in a local landfill for additional victims. Altercations briefly broke out when individuals attempted to transport discovered evidence to law enforcement, resulting in tear gas deployment by officers, according to an AFP correspondent present at the incident site.
Criticism has been directed towards Kenyan police over accusations of excessive force and unlawful conduct; however, few perpetrators have faced legal repercussions thus far.
