Damning Report Exposes Home Office Failures
Shabana Mahmood has stated that the Home Office remains "not yet fit for purpose" following the release of a critical review that was withheld for years.
The report, drafted under the previous administration, identified numerous issues, including a "culture of defeatism" on immigration, strained relations with other government bodies, and "several confused and conflicting systems."
Authored by former Home Office adviser Nick Timothy in 2023, the document was made public after a two-year legal effort by *The Times*.
Mahmood, who succeeded Yvette Cooper as home secretary in September, pledged major reforms, describing the department as "set up to fail."
Timothy’s review, conducted over two months, revealed an overly "defensive approach" among Home Office lawyers and a hesitancy among senior officials to convey "difficult truths" to ministers.
The report also noted that excessive time was spent on internal discussions about identity politics and social matters, with staff engaging in "listening circles" during work hours.
Another key finding was the breakdown in collaboration with other departments, which became "particularly uncooperative" following the Windrush scandal.
The failures outlined in the report contributed to the chaos at the Manston asylum center in Kent. In 2022, "fatally overoptimistic" projections led to severe overcrowding, with 18,000 individuals unlawfully detained in dire conditions, sparking outbreaks of diphtheria and scabies. The situation forced the Home Office to acknowledge it had lost control.
This month, a coroner determined that officials failed to properly assess the mental health of an asylum seeker before transferring him to the Bibby Stockholm barge, where he died in December 2023.
Speaking on Wednesday, Mahmood said: "This report, written under the last government, is damning. To those familiar with the Home Office in recent years, its findings are no surprise."
"The Home Office is not yet fit for purpose and was set up for failure. As the report shows, the previous Conservative government knew this but took no action."
"Change is now underway. I will work with the new permanent secretary to rebuild the Home Office so it serves the country effectively."
