Counterterrorism officials have long described the challenge of tracking extremist organizations and their use of digital tools as an ongoing struggle.
Groups such as Islamic State, al-Qaida, and the neo-Nazi network the Base have used technology for recruitment, clandestine financing through cryptocurrencies, acquiring 3D-printed weapons, and distributing operational tactics—all while intelligence agencies work to keep pace.
As open-source resources expand, efforts to disrupt attacks and maintain a technological edge over these groups have also progressed.
Now, with artificial intelligence rapidly advancing and becoming widely accessible, agencies face a growing challenge.
Sources familiar with counterterrorism efforts told *CuriosityNews* that security officials are alarmed by how AI is improving the efficiency of militant groups in planning and execution. The FBI declined to comment.
“Our findings align with what we’re seeing: terrorists using AI to enhance existing activities, not to completely transform their operations,” said Adam Hadley, head of Tech Against Terrorism, a counterterrorism organization backed by the United Nations.
“Emerging risks include terrorists using AI for faster development of applications and websites. However, AI mainly intensifies existing threats rather than creating entirely new ones.”
So far, groups like IS and related factions have started using AI, including OpenAI’s ChatGPT, to amplify recruitment propaganda in broader and more dynamic ways. Much like its potential impact on labor markets, AI is expected to exacerbate public safety concerns.
“An IS news bulletin can now be converted into an audio clip,” said Moustafa Ayad, an analyst at the Institute for Strategic Dialogue. “We’ve observed supporters doing this, as well as generating photo archives centrally.”
Ayad added: “AI mostly enhances capabilities that already exist. It strengthens propaganda efforts and dissemination—playing a crucial role.”
IS has openly embraced AI, acknowledging its potential benefits and even sharing a “Guide to AI Tools and Risks” with followers through encrypted channels. In a recent propaganda publication, the group detailed its vision for AI and the necessity of adapting to its advancements.
