A future prime minister will soon receive a briefing on Britain's nuclear arsenal - specifically, Trident submarines armed with crucial warheads capable of widespread devastation in the event of an unprecedented global conflict claiming countless lives.
Following their inauguration into Downing Street, Starmer will be informed about the gravity and potential necessity of issuing directives to Trident submarine commanders, should such a catastrophic scenario arise wherein the UK is obliterated in an all-encompassing war, with many officials including Starmer among those lost.
This solemn occasion has historical precedent; Tony Blair reportedly experienced similar contemplation nearly two and a half decades ago when he was tasked with drafting identical "letters of last resort" for the submarine commanders in case Britain's existence became non-existent.
James Strong, an academic at Queen Mary University of London, suggests that this tradition serves as a stark reminder to prime ministers about the weight of their role, stating: “This is where you realize what it means to be a leader.”
While nuclear warfare may seem like a fantastical concept amidst contemporary global challenges such as pandemics, Strong notes that this ritual effectively inducts new leaders into a unique level of responsibility. He describes it in his words: “It’s almost like a coronation ceremony where you are being made commander-in-chief.”
Despite past opposition to Trident from figures such as Jeremy Corbyn, Starmer has expressed support for the program and indicated readiness to deploy nuclear weapons if necessary. "We have to be prepared," said the incoming prime minister last month, emphasizing its importance in national defense strategy.
Led by Adm Tony Radakin, Chief of the Military Forces, this solemn process involves stern-faced admirals donned in grey attire as they guide Starmer through these critical matters. The Vanguard submarines carry approximately 40 warheads each - a number kept confidential, with estimates reaching up to 100 kilotons per missile, according to David Cullen of the Nuclear Information Service.
In times of conflict, it would be Starmer's responsibility to authorize nuclear strikes if needed, or appoint an alternative in their stead - a decision shrouded in secrecy due to national security concerns. The prime minister may then have four primary courses of action: retaliate; refrain from attacking; ally with another country, likely the US; or delegate ultimate authority to the submarine commander.
Once written, these letters are sealed and delivered physically for secure storage within Trident submarines - a constant presence since 1969 when Britain maintained an at-sea nuclear deterrent force. Subsequent prime ministers' instructions remain in effect until replaced with Starmer's directives.
Verification measures are implemented before the letters can be opened, involving extensive analysis of potential signals from various sources - both domestic and international - to determine whether a global conflict has occurred. These procedures aim to ensure that only appropriate evidence justifies opening the instructions previously issued by previous prime ministers.
