One week after a surprise general election that left France without a clear winner and in political turmoil, the nation is still waiting for its new prime minister or government. As they celebrate Bastille Day, the 14th of July holiday, the ongoing squabbling among three major factions continues with no end in sight, hinting that it could take up to two months before a resolution is found.
Amidst this political chaos, even seasoned analysts are struggling to predict what comes next for France. Unlike its European neighbors, France has historically relied on government coalitions and struggles with the concept of political compromise. Émeric Bréhier, a director at the Jean-Jaurès Foundation thinktank, explained this unique challenge: "This is unprecedented in French history. We've always had clear winners and losers in elections; now, it seems that neither Emmanuel Macron nor his political opponents have emerged victorious."
The legislative election called by President Macron aimed to clarify the country's political landscape after far-right candidates took a significant number of seats. However, instead, the results led to more confusion and threats from various blocs that could potentially bring down any new government unable to gain their approval.
On Sunday, three major groups emerged: leftwing New Popular Front (NFP) with 182 seats; Macron's centrist Ensemble group with 168 seats; far-right National Rally (RN) with 143 seats; and conservative Républicains (LR) with 46 seats. Other candidates picked up the remaining 38 seats, making it impossible for any one faction to form a majority of 289 MPs in the 577-seat national assembly.
President Macron's traditional method of asking the party leader with the most seats to form a government may not be feasible this time due to the lack of clear winners and losers. As Bréhier pointed out, "The only majority that exists right now is one that rejected far-right candidates politically."
Various factions within France's major groups are proposing potential leaders for prime minister positions; however, finding a candidate acceptable to all parties remains challenging. One possible solution could be an ad hoc minority government where each legislation would require forming temporary alliances.
As the French political landscape continues to shift and evolve under these unusual circumstances, it's clear that France is on the precipice of significant change in its parliamentary structure and approach to governance. The road ahead remains uncertain as stakeholders grapple with finding a path forward amidst this unique situation.
