President William Ruto of Kenya has announced the resignation of his entire cabinet, with the exception of Foreign Minister Ambassador Mohamed Roble, following nationwide demonstrations marking a significant challenge during his tenure of two years in office.
Initially sparked by opposition to proposed tax increases aimed at curbing governmental spending and reducing national debt, these protests escalated when violence erupted between demonstrators and law enforcement, resulting in the loss of over 39 lives within a month's timeframe. The demonstrations culminated with protesters briefly occupying parliament before ultimately leading to the withdrawal of those tax proposals by Ruto.
Written by President Ruto during an address on television, he committed to conducting broad consultations across various sectors and political factions as well as citizens from both public and private spheres to establish a government inclusive of diverse perspectives. Further measures are anticipated to be announced at a later date.
President Ruto also dismissed the Attorney General, but stated that this decision did not extend to the Deputy President's office.
According to anti-corruption campaigner John Githongo, Kenyans had long called for such comprehensive reshuffling of cabinet positions as has been seen today.
President Ruto is now faced with balancing demands from international lenders like the IMF, who advocate for a reduction in national deficits while also considering the welfare of Kenyans grappling with an escalating cost of living. In response to these challenges, President Ruto proposed budget cuts and increased borrowing to cover nearly $2.7 billion (£2.1 billion) shortfall in this fiscal year's budget, following the withdrawal from previously announced tax hikes.
However, experts predict that such a reversal of policy may result in Kenya falling short of IMF benchmark targets, although no immediate debt repayments are anticipated. The projected deficit for this fiscal year is expected to constitute 4.6% of the nation's GDP.
Nairobi-based community activist Ojango Omondi from the Social Justice Centres Working Group suggested that the dismissal of cabinet ministers signifies a step towards justice but emphasized that the protesters would be keenly interested in knowing who Ruto appoints to fill these vacan mantaining accountability with the constitution and rule of law.
