Undrinkable liquid, thick red slime and an assertive utility operator have plagued residents of a secluded community in British Columbia for years following the loss of their pure water source. Hudson’s Hope now stands as the unlikely champion after engaging in conflict with BC Hydro—the province's energy provider nearing completion on a contentious dam, sparked by an impasse that threatened financial disaster and left citizens drained mentally and emotionally (Councillor Winnicky).
Hudson’s Hope houses around 1,000 people. It has traditionally sourced its water from the Peace River in northeastern British Columbia's distant reaches. However, a dam projected by Canadian authorities caused serious disruptions to their safe access and exposed victims of large-scale infrastructure endeavors with high costs but questionable strategic worth (the Site C Dam).
Initially hailed as an investment in clean energy production for around £5bn back when approved in 2014, the dam's expenses ballooned to approximately £9bn. Experts are now doubting its long-term advantages due to concerns about environmental effects despite attempts at minimizing impact on nature and wildlife (Death of thousands of animals).
For Hudson’s Hope, issues started when they were informed by BC Hydro that the dam's completion would necessitate constructing a new water purification facility—a task for which it was promised funding. Yet, local advisors recommended drilling their own well instead; although financially supported by BC Hydro in this instance too (The Town Councillor).
Unfortunately, the borehole quickly deteriorated to produce disgustingly colored water loaded with iron and manganese that tinted it orange-black. Foul smelling hydrogen sulphide called for additional oxygen introduction—leading bacteria growth due lack of proper aeration (Iron & Manganese).
This situation left Hudson’s Hope without a system to treat such extreme water, resulting in accumulation on equipment and sanitation facilities by red slime. The environmental scientist/biologist town councillor expressed their distress over this matter as it felt like the community's limited resources were exploited against them (The Environmental Scientist).
Reinforcing these troubles was that half of Hudson’s Hope residents are BC Hydro employees, including a significant portion of elected officials. Fear for job security curbed their ability to voice concerns and compelled sacrifices—a town already struggling financially with its water issue (Employees & fear).
The situation seemed more complicated when on September 20th as the company changed stance from not intervening further into offering total financial responsibility towards setting up a long-term purification system along with managing temporary solutions. However, Winnicky felt this offer was still too uncertain (Change of Position by BC Hydro).
BC Hydro refrained on commentating during an active provincial election period and only expressed intentions to assist financially—promising strong relationships but leaving questions unanswered amidst the community's desperate need for clean water. Gilliss, a local real estate agent shared her thoughts that many factors were at play in this scenario; massive projects with substantial budgeting often overlook communities like their own (The Balance of Progress and Community).
Residents felt they had been unfairly treated due to the utility provider's perceived indifference. The small town was pushed near its limits, both financially as well as mentally—a fight for survival that has brought them only one essential wish: returning their access back to clean water (Breaking Point).
