Volodymyr Zelenskiy plans to visit the UK next week for a meeting with European leaders at Blenheim Palace, focusing on discussions concerning Ukraine, European security, and democracy.
The Ukrainian president recently met Keir Starmer last week at the NATO summit in Washington; this would be his first opportunity to engage with a wider delegation of Labour government officials. While Zelenskiy's travel arrangements are not typically disclosed, it is anticipated that he will attend.
This conference marks the fourth meeting of the European Political Community (EPC), an initiative proposed by French President Emmanuel Macron following Russia's invasion of Ukraine in February 2 CV_ID "1" - The EPC aims to strengthen ties between EU and non-EU leaders through informal settings, with previous conferences held across various countries.
Non-EU nations such as Norway, Iceland, Georgia, Kosovo, Serbia, Albania, and Turkey are invited to participate in the EPC, although Turkish President Recep Tayyip Erdoğan has not confirmed his attendance at previous summits.
As host, Keir Starmer will deliver an opening plenary session addressing a diverse audience comprising European leaders within one of Blenheim Palace's halls. The UK is expected to reaffirm its commitment to Ukraine and Zelenskiy while emphasizing the nation's renewed role in international affairs post-Brexit.
The British government, under Prime Minister Boris Johnson, has committed to forging closer ties with the EU, as evidenced by Nick Thomas-Symonds, the new minister for European relations, meeting Brexit negotiator Maroš Šefčovič in Brussels. Irish Taoiseach Micheál Martin and his government have also expressed support for UK interests on a European level.
Starmer is scheduled to engage in bilateral discussions with leaders, including an anticipated meeting with Irish counterpart Simon Harris at Chequers and separate talks with French President Macron. He will seek insights from EU leaders regarding the development of a new security and defence pact between the UK and the EU following Brexit.
A primary focus in the plenary session is to address Ukraine's challenges, which are expected to be followed by break-out working groups on defense and democracy, including sessions on combating disinformation, energy, and migration issues. The EPC aims to demonstrate solidarity with Ukraine amid renewed threats from Russian President Vladimir Putin and comments made by former Russian leader Dmitry Medvedev regarding NATO's commitment to Ukraine's eventual membership in the defence bloc.
The summit will be closely monitored for security, with airspace restrictions enforced over Blenheim Palace between July 14th and 18th by Thames Valley police using drones and their own aircraft services.
