Head of Telegram, Pavel Durov, has been charged by French authorities for allegedly permitting criminal activity on the messaging app but avoided jail with a €5m bail.
The Russian-born multi-billionaire entrepreneur, holding dual citizenship in France and Russia, received conditional release upon agreeing to check into a police station twice weekly while remaining within French territory, as stated by Paris prosecutor Laure Beccuau.
Durov faces accusations including complicity in the circulation of sexual imagery involving minors on Telegram's platform and various other infractions associated with it. Durov was apprehended at Le Bourget airport, near Paris, under suspicion for not taking action against illicit content spreading through their service — this includes exchanging child sexual images, drug trafficking operations, as well as fraudulent activities.
The sudden arrest of Durov has shone a light on the possible criminal accountability associated with Telegram's operation and sparked discussions around freedom of speech juxtaposed against government interference in content moderation within messaging platforms.
In response, specialized French cybercrime investigators revealed that this detainment was part of a larger investigation scrutinizing allegations regarding Telegram's failure to supervise suspected criminal behaviors on the platform effectively. Meanwhile, an announcement by Telegram emphasized its commitment towards adherence with European Union laws and their constant efforts in moderation standards that are within industry expectations for improvement.
"Pavel Durov has nothing of ill-conduct to conceal himself from law enforcement during his frequent travels across Europe," the company stated on Sunday, criticizing claims suggesting undue responsibility borne by a platform or its proprietor in preventing misuse thereof."
Durov is recognized as an advocate for libertarian ideals and often compared to Russia's own social media mogul Mark Zuckerberg. Despite this comparison, he has chosen Dubai - where Telegram originated – along with France (where his dual citizenship exists) instead of Berlin or London which were previously considered by him due their more neutral political landscapes as well-suited for a tech entrepreneur like himself who often shares images from an austere lifestyle on Instagram and reveals he has fathered over 100 children through sperm donation.
Telegram, in particular, attracts considerable global attention owing to its alleged function as communication tool for extremist groups including terrorists or drug traffickers among others due to lack of sufficient content moderating practices - an issue Durov has himself recognized by setting certain restrictions like not permitting child sexual abuse material and violent calls on the platform.
Although he generally shies away from public interviews, unlike many tech CEOs such as Elon Musk or Mark Zuckerberg who routinely engage with media outlets for their ventures' progressions; Durov has disclosed that his business employs merely 30 full-time engineers.
Leaving Russia in the wake of a governmental crackdown on opposition groups using VK, another social network he had founded at age 22 - which was subsequently sold due to internal disputes; Durov shifted focus onto Telegram after its founding with his brother Nikolai back in 2013.
In response to a Russian bid of banning Telegram that came up two years later, French authorities relaxed their own restrictions upon the platform once they established an understanding from Durov about cooperating against terrorism and extremist activities; however questions linger around his detention timing related back when he was granted dual citizenship in 2021 under a special procedure for individuals contributing significantly to France.
Reports have suggested that French President Emmanuel Macron may even had proposed Durov relocating Telegram's base of operations from Dubai, Paris - an offer which the head reportedly declined.
